Was this a thinly-veiled message?

The Toronto Maple Leafs have done some shuffling on their coaching staff, welcoming in two new figures to join head coach Sheldon Keefe behind the bench following the departure of Spencer Carbery to take the vacant job as coach of the Washington Capitals.
Entering the fray is Guy Boucher, everyone's favorite look-alike Bond villain who previously coached the Tampa Bay Lightning and Ottawa Senators.
Additionally, former Leafs defenceman Mike Van Ryn comes to town after having served as an assistant with the St. Louis Blues the last five seasons. At the same time, Manny Malhotra will remain with the coaching staff but will instead be serving as the team's "eye in the sky", as they put it.
However, during his remarks with regard to the new hires, he appeared to take a subtle dig at former general manager Kyle Dubas for not having provided him with as "complete a staff" as he has now.
“It's as complete a staff as we’ve had in my time,” Keefe said on Thursday. “I'm even more excited to dig in and get to work even further on preparing our team for camp and getting to know the individuals even that much more.”
Was this a thinly veiled message towards Dubas, who is now the president of hockey operations with the Pittsburgh Penguins?
